Don't want to sound like a Negative Nellie, but this list makes it seem like if someone says 'no' to sponsorship, they are not 'doing it right'. My apologies if I'm misunderstanding.
I'd like to point out that a perfectly acceptable reason to say 'no' is that one already has sponsees and a life of recovery and has learned how to healthily balance both. And in their recovery, they know they don't have more time for an added sponsee without sacrificing of themselves in an unhealthy manner.
I've been taught that if I have to say 'no', I'm to lovingly encourage the individual to keep searching until they find the person with whom God wants them to work.
